    对于过去3个多月的工作重点，黄循财最优先探讨的，是制定带领国家在下个阶段继续前进的新方向，并设想这对新加坡人而言有何意义？换了新领导人和新政府代表什么？在思考这些事情时，他以去年总结的新加坡携手前进运动作为参照。他说，当时已经明确了我国下个阶段的共同目标。

E | 支撑这一切的两个支柱是：一、更新后的社会契约，在这个契约中，每名新加坡人在遇到困难时都会获得支持，也能得到平等的机会，但人们也须全力以赴。二、重新定义的新加坡梦，人们可以找寻自己的道路，不必相互比较，所有人都能展现最好的自己。
